Refusing to purchase a Forest Service Recreation Fee Demonstration Pass is one of the most effective ways to resist the program. However, this pass does not, in any way, prevent the local Forest Service from issuing a ticket. The Forest Service must prove you're guilty. Do not aid them in this. NEVER admit that you didn't purchase a pass. Don't even admit you were at the "site" in question. Make them prove everything – your physical presence at the "site," the recreational intent of your visit, your failure to purchase (not display) a pass. As with any contested ticket, you do not have to speak with the officer in question. Simply be polite, and save your arguments for the judge. CFR 261.15. It reads specifically as follows: "Admission, recreation use special recreation permit fees: Failing to pay any fee established for admission or entrance to or use of a site, facility, equipment or service furnished by the United States is prohibited. The maximum fine shall not exceed $100." Contact us with any questions and/or for help.
